Policy Brief on CWDs experiencing sexual abuse

Despite a series of commitments to the Rights of Persons with Disabilities in Uganda through legislation, policy and political representation at national and local government levels, gaps still remain, in particular how they are implemented, monitored and degrees of compliance. Whereas the revised Persons with Disability Act 2020 was expected to address the policy gaps, it still fell short of compliance with the human rights based approach to programming of interventions in Persons with Disability, children inclusive.

CHILD JUSTICE remains a challenge, especially for survivors of sexual abuse and exploitation, and Violence Against Children (VAC). Child marriage is one of the injustices in Uganda and is rooted in gender inequality and the high unemployment rates, impacting the boy child in equal measure. It was exacerbated by the effects of the COVID-19 pandemic and high poverty levels.

The Children’s report to the UN Committee on the Rights of the Child was prepared in accordance with article 12 of the UN Convention on the Rights of the Child that places an obligation on State parties and all persons working with children to avail an opportunity to children who are capable of forming their own views to express such views freely in all matters concerning them.

FINAL TRAINING MANUAL

The Ministry of Gender, Labour and Social Development has prioritized capacity enhancement for the social welfare workforce to ably respond to the growing cases of child abuse in the country. Since 2012, Government through the SUNRISE OVC Project has been partnering with Makerere University Department of Social Work and Social Administration to train frontline social welfare workforce at local government level and community volunteers in 80 districts.
